It covers Russian intelligence from the imperial period to the present focusing in greatest detail on Cold War espionage cases and the Putin-era intelligence community.

This is done through a chronology, an introductory essay, appendixes, and an extensive bibliography. The dictionary section has over 600 cross-referenced entries on espionage techniques, categories of agents, crucial operations spies, defectors, moles, and double and triple agents.
